In fulfilment of its commitment made at the 20th Security Town Hall Meeting held on December 18, 2025, the Lagos State Government on Monday performed the groundbreaking ceremony for a permanent office complex for the Lagos State Security Trust Fund (LSSTF).

The multi-storey building, located on Assfibi Road in Alausa, Ikeja, will serve as the operational headquarters of the agency, which was established in 2007 to support security operations across the state and has operated from rented facilities since its inception.

The groundbreaking was performed by Governor Babajide Sanwo-Olu, alongside renowned businessman and philanthropist, Sir Kessington Adebutu.

In a statement issued by the Special Adviser to the Governor on Media and Publicity, Gboyega Akosile, the state government disclosed that the project is being fully funded by Sir Adebutu and is expected to be completed by October 2026.

Speaking at the event, Sanwo-Olu said the project would significantly enhance the operational capacity of the LSSTF and strengthen Lagos State’s overall security architecture.

“LSSTF has been operating from rented facilities for the past 17 years, making it imperative to deliver a permanent office from which the agency can function optimally,” the governor said. “This facility will enable the Fund to discharge its statutory responsibilities with greater professionalism and integrity.”

Sanwo-Olu added that the completion of the project would further improve the quality of support provided to security agencies operating in the state.

“The new office complex will bring about significant improvements in the support being given to all security agencies. The Fund remains one of the enduring legacies being bequeathed to Lagos and it will continue to do well,” he said.

The governor commended Sir Adebutu for his philanthropic gesture, describing it as an act of patriotism that has eased both financial and bureaucratic pressures on the state.

“This project will outlive all of us, and the man God has used to commence this journey of a permanent office is Sir Kessington Adebutu,” Sanwo-Olu said. “By taking on this responsibility, he has lifted the burden of bureaucracy from the agency and ensured that security operations in Lagos are not undermined.”

Earlier, the Executive Secretary of the LSSTF, Dr Ayodele Ogunsan, described the groundbreaking as the beginning of a new chapter for the agency.

“Our benefactor, Sir Kessington Adebutu, graciously embraced this vision and agreed to solely undertake the construction of this office complex as a donation to the Fund,” Ogunsan said. “This remarkable act of generosity speaks volumes about his unwavering commitment to the safety, stability and progress of Lagos.”

Ogunsan noted that the purpose-built facility would significantly enhance LSSTF’s operational efficiency, institutional capacity and coordination with security partners, adding that the building would be named after Sir Kessington Adebutu in recognition of his contribution to public safety.

In his remarks, Sir Adebutu described the project as a call to duty, stressing that it would support the government’s efforts to protect lives and property across the state.

“Through this landmark intervention, we take a decisive step toward safeguarding our people, securing our markets and ensuring that Lagos remains a sanctuary of peace, stability and opportunity,” the 90-year-old philanthropist said, describing Lagos as “the pulsating heart of the nation’s commerce and enterprise.”
