Stay Off Parking Regulation or Face Legal Action, LASPA Warns LG Officials

The Lagos State Parking Authority (LASPA) has restated its exclusive legal mandate to regulate and manage all parking activities across the state, dismissing a purported claim by a local government official as misleading and without legal backing.

The General Manager of LASPA, Mrs. Adebisi Adelabu, made the clarification while reacting to recent developments involving an alleged attempt by a council parking manager to assert jurisdiction over parking operations within the state.

According to Adelabu, the communication in question, reportedly issued without an official council letterhead, was not only unauthorised but also a clear misrepresentation of the legal framework guiding parking administration in Lagos.

“LASPA remains the only government agency legally empowered to oversee and regulate all forms of parking activities across Lagos State,” she stated. “Any contrary claim, directive, or communication from any individual or group outside this legal framework is null, void, and should be disregarded in its entirety.”

Adelabu emphasized that the authority derives its powers from laws duly enacted by the Lagos State House of Assembly, noting that its mandate is further strengthened by a collaborative structure involving all 57 Local Government Areas and Local Council Development Areas.

She said: “The idea that any local government authority retains independent control over parking management is not only inaccurate but constitutes a direct violation of extant laws. Parking administration in Lagos is centrally coordinated through LASPA to ensure uniformity, efficiency, and public safety.”

The LASPA boss warned that attempts to intimidate or mislead registered parking operators through unofficial channels would not be tolerated.

“We urge all registered car parks, operators, and indeed the general public to ignore such unauthorised communications,” she said. “Any attempt to disrupt the existing regulatory system or misdirect licensed operators will be met with appropriate legal action.”

Reiterating the core objectives behind the establishment of the authority, Adelabu explained that LASPA was created to streamline parking operations, improve traffic flow, and deploy technology-driven solutions to modernise parking management across the state.

“In line with our mandate, all parking-related agreements, enforcement, and operations must be conducted strictly through LASPA and its duly certified partners,” she added. “This ensures transparency, accountability, and a seamless parking experience for residents and motorists.”

She further described the actions of the council’s parking manager as unlawful interference in a system designed to promote order and convenience.

“What we are witnessing is an attempt to undermine a structured system that has been carefully put in place to enhance urban mobility and reduce traffic congestion,” she noted. “Such actions are not only disruptive but also counterproductive to the progress Lagos is making in traffic management.”

Adelabu issued a stern warning to those responsible for the unauthorised directive, urging them to desist or face legal consequences.

“LASPA will not hesitate to take decisive legal action against any individual or group seeking to usurp its authority or disrupt its operations,” she said. “We are committed to upholding the law and ensuring that parking management in Lagos remains orderly, regulated, and beneficial to all.”

She concluded by reaffirming the authority’s commitment to delivering efficient and technology-driven parking solutions in line with global best practices.

“Our focus remains on building a smart, responsive, and well-regulated parking ecosystem that supports the broader vision of a modern Lagos,” she said.
