The Lagos State Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, has dismissed a media report that credited him with comments suggesting that Lagos State was preparing for a second private refinery following alleged talks with investors.
In a statement issued on Sunday, December 14, 2025, the Commissioner clarified that he neither granted an interview nor made any statement relating to refinery development, petroleum investments or negotiations with investors.
“The attention of the Ministry has been drawn to a report in which the Commissioner was wrongly quoted as confirming discussions on a private refinery project. This claim is entirely false and did not emanate from the Commissioner or the Ministry,” said Sanusi, Director of Public Affairs.
Olumide explained that the statutory mandate of the Ministry of Physical Planning and Urban Development is strictly limited to land-use planning and development control, including zoning regulations, layout approvals and the processing of physical planning permits in line with approved master plans and existing planning laws.
He stressed that while large-scale infrastructure projects such as refineries are subject to planning approval and zoning compliance, matters relating to investment promotion, project initiation or sector-specific policy pronouncements fall outside the purview of the Ministry.
Describing the report as inaccurate, misleading and unprofessional, the Commissioner called on media organisations to uphold accuracy, balance and proper verification in their reportage of government activities. He urged members of the public to disregard the report, adding that all official communications from the Ministry would continue to be disseminated through recognised and authorised channels.
