The Lagos State Health Management Agency’s Assistance in Distress (LASHMA-AID) has rescued and stabilised a 22-year-old vulnerable pregnant woman, Tingni Kindness, before handing her and her newborn baby girl to the Plateau State Government.
The handover ceremony took place at the Conference Room of the Lagos State University Teaching Hospital (LASUTH), Ikeja, following weeks of intensive medical care provided under the Lagos State emergency healthcare initiative.
Speaking at the event, the Permanent Secretary of LASHMA, Emmanuella Zamba, said the agency received an emergency alert on June 6, 2026, at about 9 p.m. from the Lagos State Ambulance Service (LASAMBUS).
According to her, the ambulance team had picked up an unconscious pregnant woman at Allen Avenue and requested immediate support under the LASHMA-AID emergency response programme.
Zamba said LASHMA-AID immediately contacted LASUTH to confirm the availability of a bed before arranging her transfer to the hospital for urgent medical attention.

The Permanent Secretary disclosed that while still receiving treatment, Tingni safely delivered a healthy baby girl on June 21, 2026.
She commended Governor Babajide Sanwo-Olu for approving the Executive Order that established emergency stabilization services for residents facing life-threatening conditions.
Zamba said the intervention demonstrated the government’s commitment to ensuring that vulnerable residents receive timely and quality emergency healthcare regardless of their financial status.
She also praised the Chief Medical Director of LASUTH, Prof. Adetokunbo Fabamwo, and the hospital’s management for their prompt response and dedication to saving the lives of the mother and child.
“We are here today to appreciate LASUTH and to showcase what the Lagos State Government is doing to provide emergency healthcare services for ILERA EKO enrollees and vulnerable residents,” she said.
She assured Lagos residents that the programme would continue to provide life-saving interventions for both indigenes and non-indigenes facing medical emergencies.
LASHMA-AID emergency line, 080-000-LASHMA-AID (080-000-527462-243), whenever they encounter life-threatening emergencies requiring urgent medical attention.
She explained that the programme is financed through a portion of the Lagos State Government’s Equity Fund for vulnerable residents and a percentage of premiums paid by ILERA EKO enrollees.
The Permanent Secretary appealed to the Plateau State Government to provide accommodation and economic support for Tingni Kindness to enable her care adequately for her baby.
Also speaking, the Chief Medical Director of LASUTH, Prof. Fabamwo, applauded LASHMA for effectively implementing the Executive Order on emergency healthcare services.
He recalled that Tingni was brought to the hospital unconscious but was not in labour when she arrived.
According to him, the hospital immediately commenced medical management, stabilized her condition and continued monitoring her recovery.
He said arrangements were being made to transfer her to an appropriate welfare facility because she had no accommodation when she unexpectedly went into labour and delivered her baby.
Fabamwo added that LASUTH subsequently contacted the Plateau State Liaison Office in Lagos to facilitate the safe return of the mother and child.
Representing the Plateau State Commissioner for Women Affairs, Mrs. Caroline Pamglang Dafur, the Principal Administrative Officer of the Plateau Liaison Office in Lagos, Mrs. Philomena Yakubu, expressed appreciation to the Lagos State Government.
She also thanked LASHMA and LASUTH for their timely intervention, describing the rescue as a life-saving gesture.
“If not for the swift intervention of LASHMA, only God knows what could have happened,” she said.
Yakubu assured that the Plateau State Government would provide care, protection and support for both the mother and her newborn.
An emotional Tingni Kindness thanked Governor Sanwo-Olu, Dr. Emmanuella Zamba, Prof. Fabamwo and the LASUTH Social Welfare Department for saving her life and that of her baby.
She disclosed that she initially feared she was being taken to the mortuary when she was rushed to the hospital but was instead given a second chance at life.
LASHMA noted that the Assistance in Distress programme was launched in December 2025 following the Executive Order and became fully operational in March 2026. Since then, the initiative has saved 34 lives, including eight ILERA EKO enrollees and 26 vulnerable residents across Lagos State.
Other dignitaries at the event included the Director of Clinical Services and Training, LASUTH, Prof. Adebowale Adekoya; Director of Hospital Administration and Human Resources, Mrs. Olayinka Oye-Bamgbose; Social Worker in charge of the Obstetrics Unit, Mrs. Shittu Kudirat; and LASHMA Emergency Care Manager, Dr. Favour Oluwaniyi.
